Research and Analysis Project on Promotion and Strategy Development of National Climate Change Adaptation Plan

The main objectives of this project are (1) to integrate and review the overall results of the National Climate Change Adaptation Action Plan, (2) to assist in promoting the third phase of the National Climate Change Adaptation Action Plan (2023-2026), (3) to assist in regulatory inventory and revision analysis, (4) to promote local climate change adaptation action plans, (5) to enhance the functionality of the climate change adaptation platform, and (6) to hold activities related to improving climate change adaptation knowledge and communication with the public. The following outlines the key focus areas and implementation details in sequence. In terms of integrating and reviewing the overall results of the National Climate Change Adaptation Action Plan, assistance was provided in organizing the "National Climate Change Adaptation Action Plan Results Presentation" on March 7. Documents and examples were used to explain the chapter content, table format, and submission schedule to the ministries. By mid-May, the compilation and drafting of the reports of 2022 for various sectors were completed, serving as a reference for relevant agencies. The second-phase comprehensive result report was drafted and revised based on feedback from the expert consultation meeting on September 1. To assist in promoting the third phase of the National Climate Change Adaptation Action Plan (2023-2026), efforts include facilitating the formulation and discussion of adaptation action plans in areas vulnerable to climate change impacts on April 17. The format and content of action plans for each sector were outlined and explained. Subsequently, the draft of the "Third Phase of the National Climate Change Adaptation Action Plan (2023-2026)" was revised based on the recommendations from the expert consultation meeting on September 1 and was submitted to the Executive Yuan for approval on October 4. Regarding regulatory inventory and revision analysis, our team participated in the drafting of the Climate Change Risk Assessment Criteria (draft), along with organizing the content of the draft implementation rules for climate change adaptation. Additionally, standard operating procedures (SOP) for public hearings in various sectors during the climate change adaptation promotion process were formulated, and preparations were made for holding three public hearings on action plans in areas vulnerable to climate change impacts. To promote local climate change adaptation action plans, an initial inventory of the implementation status, achievements, and needs of county and city governments in promoting climate change adaptation was conducted. Formats and explanations for the implementation plans were planned and drafted for reference by officers from counties and cities. Sessions of the local adaptation implementation plan promotion meeting were completed. In terms of enhancing the functionality of the climate change adaptation platform, the application for the network certificate and accessibility label was completed. The online reporting system for climate change adaptation information and results was updated and maintained for agencies to submit adaptation achievements. Plans for integrating the original platform into the Climate Change Administration’s website were developed. Updated the public disclosure of information on public hearings, research project details, latest domestic and international literature, and information on climate change adaptation. Assisted in holding Taiwan Climate Action Exposition with ICDI and "Climate Change and Governance from the Perspective of Sustainable Development" seminar.
